I'm a big fan of Scouting's Patrol Method and its various plagiarized offshoots; relevantly, each patrol is composed of a group of between six and eleven (and ideally eight) same age peers, and is an autonomous unit within the larger troop, but the troop exists to create a framework that allows the older Scouts to teach the younger (among several other reasons, but this is the really important one).
I'm happy to answer any questions you might have on the subject. I would write a much, much longer comment, but am restraining myself because you may lack either background information or interest, and those have two very different solutions. ^_^
